Grant Description

The Department of Army announces the availability of the fiscal year 2010 Partnership in Research Transition (PIRT) Program. The program is executed under policy and guidance of the Office of the Assistant Secretary of the Army (Acquisitions, Logistics and Technology) and administered through the Army Research Office (ARO). The PIRT is established as the second phase of what was previously known as the Battlefield Capability Enhancement (BCE) Centers of Excellence. This BAA is set-aside for Historically Black Colleges and Universities (HBCU). However, sub-awards to non-HBCUs and/or industry are allowable for up to 30 percent of the annual budget. The principal objective of the PIRT is to enhance programs and capabilities of a select number of high-interest scientific and engineering disciplines through Army-relevant, topic-focused, near-transition-ready innovative research. Furthering the Army Research Laboratory’s (ARL) policy of advocating and supporting research at Historically Black Colleges and Universities and consistent with the stated mission of the White House Initiative on HBCUs, a secondary objective of PIRT is “to strengthen the capacity of HBCUs to provide excellence in education” and to conduct research critical to the national security functions of the Department of Defense (DoD). This publication constitutes a Broad Agency Announcement (BAA) as contemplated in Federal Acquisition Regulation (FAR) 6.102(D) (2) and Department of Defense Grant and Agreement Regulations (DODGARS) 22.315. A formal Request for Proposals (RFP), solicitation, and/or additional information regarding this announcement will not be issued. The BAA will contain additional information along with instructions for proposal preparation and submission. Proposals must be received through grants.gov no later than 4:00 p.m. Eastern Daylight Time (EDT) on October 22, 2010. The BAA will be available for viewing on or about July 22, 2010 at the following address: http://www.arl.army.mil/www/default.cfm?Action=6&Page=8 The BAA is also posted in grants.gov.
