Grant Description
The USSOCOM seeks novel biomedical solutions to preserve the high level of performance and save the lives of Special Operations Forces (SOF) in field environments. Proposed projects must be unique to the requirements of SOF who typically conduct combat operations in austere, remote locations without timely access to medical evacuation or elevated levels of medical care. It is these far-forward and/or isolated operations that make SOF medicine unique and result in material solutions characterized by ruggedness, light weight, small volume, and low power requirements. USSOCOM is also interested in research that will lead to improved techniques and procedures that do not necessarily require new material. Information about USSOCOM is available at http://www.socom.mil/ This BAA is intended to solicit extramural research and development ideas, and is issued under the provisions of the Competition in Contracting Act of 1984 (Public Law 98-369), as implemented in Federal Acquisition Regulation 6.102(d)(2) and 35.016. This BAA provides a general description of USAMRMCуs research and development programs, including: research areas of interest; general information; evaluation and selection criteria; and proposal/application preparation instructions. Research and development funded through this BAA is intended and expected to benefit and inform both military and civilian medical practice and knowledge. In accordance with FAR 6.102, projects funded under this BAA must be for basic and applied research and that part of development not related to the development of a specific system or hardware procurement. Projects must be for scientific study and experimentation directed toward advancing the state-of-the-art or increasing knowledge or understanding rather than focusing on a specific system or hardware solution. This BAA is open for a limited time only. Before submitting full proposal/applications,organizations must submit pre-proposal/pre-applications according to instructions in the BAA and receive an invitation to submit a full proposal. This BAA contains several changes from the previous USSOCOM BAA: research areas of interest have been updated; instructions are provided for marking proprietary information if included in full proposals/applications; information and instructions regarding Conflicts of Interest have been added; in addition to current and pending support information, PIs and key personnel are required to provide prior (within the last 5 years) support information; areas addressing Representations and Certifications have changed; attachment entitled рOrganizational Dataс is added; attachment previously entitled рCertificate of Environmental Complianceс is changed to рEnvironmental Compliance Assuranceс; attachment entitled рFacility Safety Plan Instructionsс has been updated.
