Eligibility Categories
Only local Timorese NGOs are eligible to submit applications. For the purposes of this solicitation, NGOs include any incorporated entity, either non-profit or for-profit, other than a governmental organization. Applicants will be referred to as local NGO, when they meet the following criteria: (1) be organized under the laws of Timor-Leste as defined in this solicitation; (2) have its principal place of business in Timor-Leste; (3) be majority owned by individuals who are citizens or lawful permanent residents of the above-mentioned assistance-eligible countries or be managed by a governing body, the majority of whom are citizens or lawful permanent residents of any of these assistance-eligible countries; and (4) not be controlled by a foreign entity or by an individual or individuals who are not citizens or permanent residents of these assistance-eligible countries.

Grant Description
The United States Agency for International Development (USAID), Timor-Leste Mission is seeking applications from local Timorese NGOs to implement a program to improve the Timor-Leste National Policeуs (PNTL) responsiveness to its citizens, and to enhance overall public safety and security as described in Section I (Funding Opportunity Description) of this Request for Application (RFA). This program will contribute to the development of the rule of law and the security sectors by: (1) monitoring threats to public safety; (2) improving police-community relations and (3) strengthening the ability of the PNTL to respond to the needs and concerns of the Timorese public. The authority for this RFA is found in the Foreign Assistance Act of 1961, as amended. USAID expects to award one cooperative agreement. The total estimated amount is approximately $1,000,000 for a three-year (36 months) program (from on or about February 1, 2013 п January 31, 2016). USAID reserves the right to fund any, a portion of, or none of the applications submitted. USAID may also exercise the discretion to make awards to more than one organization.
