Eligibility Categories
Nonprofit organizations, including qualifying labor unions, community- based and faith-based organizations, and employer associations, that are not an agency of a state or local government are eligible to apply. Additionally, state or local government supported institutions of higher education are eligible to apply in accordance with 29 CFR Part 95. Eligible organizations can apply independently for funding. For partnerships, each separate organization will be considered a prime grantee, but one organization must be designated as the lead organization for purposes of liaison with DOL and for receiving and disbursing funds. Sub-grants are not authorized. Subcontracts, if any, must be awarded in accordance with 29 CFR 95.40-48, as well as, Office of Management and Budget (OMB) circulars which require full and open competition for procurement transactions to the maximum extent practicable. A 501(c)(4) nonprofit organization, as described in 26 U.S.C. 501(c)(4), that engages in lobbying activities will not be eligible for the receipt of federal funds constituting an award, grant or loan. See 2 U.S.C. 1611. Applicants other than state or local government supported institutions of higher education will be required to submit evidence of nonprofit status as outlined in Section VI.H.6.

Grant Description
The U.S. Department of Labor (DOL), Occupational Safety and Health Administration (OSHA) is soliciting applications from nonprofit organizations for grants to provide training and educational programs for workers and/or employers. Nonprofit organizations, including qualifying labor unions, community-based and faith-based organizations, and employer associations, that are not an agency of a state or local government, are eligible to apply. Additionally, state or local government-supported institutions of higher education are eligible to apply in accordance with 29 CFR Part 95. Grants are awarded to provide training and education programs for workers and employers on the recognition, avoidance, abatement, and prevention of safety and health hazards in the workplace, and to inform workers of their rights and employers of their responsibilities under Section 21 of the Occupational Safety and Health Act (OSH) Act. The notice announces the availability of approximately $3.5 million for Susan Harwood Training Program grants under the following categories: Capacity Building Developmental and Capacity Building Pilot grants. DOL expects to award multiple grants. For a full description of each of these grant categories and their respective application components see Section II.B. This solicitation is for new Capacity Building grants.
