Grant Description
The Public Affairs Section (PAS) of the U.S. Embassy in Kabul, Afghanistan is pleased to announce an open competition for an assistance award through this Notice of Funding Opportunity (NOFO) for maintaining and operating the Womenмs Dormitories on the campuses of Herat and Balkh Universities. Kabul PAS is soliciting proposals for a cooperative agreement that would provide for the operation and maintenance of a womenмs dormitory at Herat University for a period of 24 months and two womenмs dormitories at Balkh University for a period of 18 months. The successful applicant also will be responsible for providing oversight services to maintain and operate all facilities and equipment. The base period of the award will be 24 months. During that timeframe, PAS intends to provide 24 months of operations and maintenance at the Herat University womenмs dorm and 18 months of operation and maintenance at the two Balkh University womenмs dorms. Applicants should plan to begin operations and maintenance of the womenмs dormitory at Herat University immediately upon award. The operations and maintenance of the womenмs dormitories at Balkh University will commence when construction is complete, estimated to be early 2016. This award will have one 12 month option period to provide the dorms at Herat and Balkh Universities with an additional 12 months of operations and maintenance support, which will be exercised at PASмs discretion.
