Grant Description

The United States Agency for International Development/Zimbabwe (USAID/Zimbabwe) presents the Zimbabwe Assistance Program in Malaria (ZAPIM), an award for an implementing partner to provide comprehensive support for, and collaborative partnership with, the Zimbabwe National Malaria Control Program (NMCP) and to support the NMCPмs established strategy and goals. The overall objective of this health intervention is to contribute to attainment of the USAID Missionмs 4th Development Objective - reducing morbidity and mortality related to Human Immunodeficiency Virus (HIV), Tuberculosis (TB), Malaria, and Maternal, Newborn, and Child Health (MNCH). This activity will support the two intermediate results outlined in the Missionмs Country Development Cooperation Strategy (CDCS), Intermediate Result 4.1 health services delivery is improved, and Intermediate Result 4.2 health systems are strengthened. There are five key objectives of ZAPIM envisioned by USAID that aim to strengthen the capacity of the NMCP at national, provincial, district, and/or community levels. These objectives are defined as having been successful in malaria control guidance by the World Health Organization (WHO) and the Presidentмs Malaria Initiative (PMI). However, in the interest of opening the door to innovation and advancement, responders to the ZAPIM notice of funding opportunity (NFO) are invited to expand upon this package in new and inventive ways to support NMCP. 1) Promote quality malaria case management and prevention of malaria during pregnancy (MIP), specifically at health facilities but also with other cadres at the community level as indicated by NMCP priorities. 2) Formulate evidence-based national health policies, strategies, systems, and programs to prevent malaria through distribution, ownership, and correct, consistent, and increased use of long-lasting insecticide treated nets. 3) Develop and implement innovative and effective a social behavior change communication program to improve the prevention and treatment of malaria. 4) Support malaria surveillance, monitoring and evaluation, and operational research activities in conjunction with national malaria programs and other partners to assess the efficacy / effectiveness of currently deployed malaria control tools. 5) Conduct quality therapeutic efficacy trials together with the Ministry of Health and Child Care and partners on artemisinin-based combination therapy (ACT) medicines to monitor malaria drug resistance, a critical, sentinel task for Zimbabwe and for all malarious areas worldwide. USAID anticipates awarding one cooperative agreement with a five-year period of performance. Applicants are encouraged to consider partnerships with relevant organizations with high-quality skills in malaria epidemiology, social and behavior change communications, monitoring and evaluation, surveillance, operational research, and drug therapeutic efficacy assessment. Subject to the availability of funding, USAID/Zimbabwe expects ZAPIM to receive an authorized funding level of $20 million dollars over the five-year period. Funding will be planned and allocated through the PMI annual malaria operational plan (MOP) process. MOP14 and MOP15 have already planned for some initial funding for ZAPIM.
