Be a private, non-profit organization that has tax-exempt status from the United States Internal Revenue Service (IRS); 2. Be legally established and have the proven ability, background, experience,legal authority and actual capacity to provide technical assistance and/or training to carry out the grant purpose. 3. Have no delinquent debt to the Federal Government or no outstanding judgments to repay a Federal debt. B. What Are the Basic Eligibility Requirements for a Project? The project must identify and evaluate solutions to water and waste disposal problems, assist applicants in preparing applications for water and waste grants made in accordance with 7 CFR part 1775 of this chapter, or improve operation and maintenance of existing water and waste disposal facilities in rural areas.

Grant Description
The Rural Utilities Service (RUS)provides financial and technical assistance to help communities bring safe drinking water and sanitary, environmentally sound waste disposal facilities to rural Americans in greatest need. The additional funding provided by the Recovery Act for Technical Assistance and Training grants will allow rural communities to better identify and evaluate solutions to water and waste isposal problems, assist applicants in preparing applications for water and waste grants made in accordance with 7 CFR part 1775, or improve operation and maintenance of existing water and waste disposal facilities in rural areas. Qualified private non-profit organizations may apply. In using funds made available by the Recovery Act for infrastructure investment, recipients shall give preference to activities that can be started and completed expeditiously. Recipients shall also use grant funds in a manner that maximizes job creation and economic benefit.
