NOTICE OF INTENT TO AWARD This Funding Announcement is not a request for applications. This announcement is to provide public notice of the Bureau of Reclamationуs intention to fund the following project activities without full and open competition. ABSTRACT Funding Announcement R14AN20023 Project Title Design and Engineering at Lake Cachuma Reservoir Recreation Area Recipient County of Santa Barbara Community Services Department Principal Investigator / Program Manager David Woolley Anticipated Federal Amount $130,000.00 Cost Share 50% Total Anticipated Award Amount $280,000.00 New Award or Continuation? Continuation Anticipated Period of Performance Date of Execution through December 321, 2018 Award Instrument Grant Modification Statutory Authority Federal Water Project Recreation Act, P.L. 89-72, Sec. 1, Sect 3(b)(1)(c)(1) CFDA # and Title 15.524 Single Source Justification Criteria Cited Reclamation Point of Contact David Woolley OVERVIEW County of Santa Barbara Community Services Department (Parks) operates and maintains, under a management agreement with the Bureau of Reclamation, approximately 3,000 acres of developed parkland and wildlife habitat at Cachuma Lake. Cachuma Lake offers recreational vehicle and tent campsites, sleeping cabins, naturalist-guided lake cruises, a nature center, boating, hiking, picnicking, and fishing. Visitation, predominately from Southern California counties, averages just under one million guests annually. The activities at Lake Cachuma Reservoir Recreation Area, include design and engineering that will need to be accomplished to support park water distribution, fire line locations, sewage treatment design, lift station requirements, cabins, marina facilities and American with Disability Act (ADA) compliance for roads that cross natural streams or runoff ditches within the recreation area RECIPIENT INVOLVEMENT The recipient will purchase and install four (4) Cabin trailers at designated location within the recreation area. Units are built on 20у mobile trailer frames, with kitchen and bathroom facilities. The Marina Caf_ seating expansion will consist of approximately 40у X 40у sq. ft. of patio cover and 60у X 40у sq. ft. of concrete patio and walkways. The recipient will purchase metal tables and chairs for the expanded seating area. RECLAMATION INVOLVEMENT No substantial involvement on the part of Reclamation is anticipated for the successful completion of the objectives to be funded by this award. It is anticipated that Reclamationуs involvement will consist of standard federal stewardship responsibilities such as monitoring project performance, technical assistance at the request of the recipient, etc. SINGLE-SOURCE JUSTIFICATION DEPARTMENT OF THE INTERIOR SINGLE SOURCE POLICY REQUIREMENTS Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award. The justification must address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable. In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria: (1) Unsolicited Proposal п The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives; (2) Continuation п The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity; (3) Legislative intent п The language in the applicable authorizing legislation or legislative history clearly indicates Congressу intent to restrict the award to a particular recipient of purpose; (4) Unique Qualifications п The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications; (5) Emergencies п Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed. Reclamation did not solicit full and open competition for this award based the following criteria: (4) UNIQUE QUALIFICATIONS The applicant is uniquely qualified to perform the activity based upon an established management partnerуs agreement between Santa Barbara County Parks and the Bureau of Reclamation. Santa Barbara County Parks operate and manage approximately 3,000 acres of developed parkland and wildlife habitat at Cachuma Lake. As provided in PL 89-72, Reclamation may enter into multi-year agreements for development programs for the design and construction of new Recreation facilities at Lake Cachuma Reservoir Recreation Area and the upgrade and rehabilitation of existing facilities within the Reservoir Area.
