Grant Description
The Bureau of Reclamation (Reclamation) intends to issue a grant agreement to San Francisco State University under the authority of catalog for domestic assistance (CFDA) 15.512, Central Valley Project Improvement Act, Public Law 102-575, Section 3406(b)(1) and 3407(e). Estimated total amount of agreement is $381,061.00, with Reclamation providing $311,061.00 and Recipientуs cost share of $70,000.00. The purpose of this study is to conduct intensive field sampling and additional mesocosm experiments to validate the phytoplankton bloom model and provide the knowledge required to predict the consequences of restoration actions since studies of nutrient fluxes from Delta sediment have not been previously conducted. The principal objectives of this experiment are to: (1) Conduct surface mapping surveys of nutrients and phytoplankton quantum yield in the LSZ, (2) Perform quantum yield determinations using experimental enclosures to investigate how the phytoplankton respond to experimentally elevated ammonium concentration in water collected from the same three locations and (3) Assess the information about the flux of nutrients from the sediments and how these fluxes are affected by salinity, pH and other factors. (Refer to the Notice of Intent to Award Announcement No. R13AS20020 for additional information) A Determination by the Government not to compete this proposed financial assistance based upon Departmental Manual 505 DM 2, paragraph 2.14(B)(2) & (4) is solely within the discretion of the Government.
