Grant Description
The Middle Rio Grande Endangered Species Collaborative Program (PROGRAM) expects to fund projects for the benefit of the endangered Rio Grande silvery minnow (Hybognathus amarus) (silvery minnow) and southwestern willow flycatcher (Empidonax traillii extimus) (flycatcher) in federal Fiscal Year (FY) 2010 (October 1, 2009, through September 30, 2010). Activities not funded in FY 2010 may be considered for available funding in FY 2011. Funding for proposals received under this Funding Opportunity Announcement (FOA) is contingent upon congressional appropriations. The PROGRAM is comprised of multiple stakeholders representing diverse interests on the Middle Rio Grande (MRG). The PROGRAM is governed by an Executive Committee, in accordance with the PROGRAM By-Laws. The Habitat Restoration Work Group (HRW) of the PROGRAM was formed to oversee habitat restoration projects, which are an element of the reasonable and prudent alternative of the March 2003 Biological Opinion on the Bureau of Reclamation•À_s (Reclamation) Water and River Maintenance Operations, Army Corps of Engineers•À_ Flood Control Operations, and Non-Federal Actions (2003 BiOp). The PROGRAM works to support the recovery of listed species in the Middle Rio Grande (MRG) and to protect existing and future water uses while complying with applicable state and federal laws, existing water rights, and the Rio Grande Compact. The Program Area is defined as: •À_the headwaters of the Rio Chama watershed and the Rio Grande, including tributaries, from the New Mexico-Colorado state line downstream to elevation 4,450 ft mean sea level, the elevation of the spillway crest of the Elephant Butte Dam.•À_
