Grant Description

PRM will prioritize funding for proposed NGO activities that best meet the Bureau•À_s priorities for IDPs, refugees, and stateless persons in the Russian Federation/North Caucasus, Armenia and Azerbaijan as identified below. (a) Proposed activities should primarily support the target populations above. (b) Proposals must focus on one or more of the following sectors: o Protection, health and nutrition, livelihoods/education, and/or shelter for IDPs, refugees and stateless persons in the Russian Federation/North Caucasus; o Protection, health and nutrition, and/or livelihoods for refugees and other persons of concern to UNHCR in Armenia; or o Livelihoods/education for IDPs in Azerbaijan. In FY11, PRM•À_s NGO funding priorities for this region are: In Russia/North Caucasus •À_ Improving access to medical, psycho-social, and other essential services; improving access to shelter; and supporting protection of displaced women and children in the North Caucasus. PRM is pursuing transition strategies for the displaced populations in the North Caucasus and will require that projects demonstrate initial steps toward transition in their objectives and indicators. Specifically, we will fund only North Caucasus projects that, in addition to addressing critical needs, o Include capacity-building of local/ regional organizations or institutions to address gaps in healthcare, protection or other services for IDPs; and/or o Increase IDP self-reliance and access to housing and services by increasing income-earning potential. Proposals should include at least one of the following: o Tuberculosis screening, prevention, treatment; o Gender-based violence prevention, reporting, response; o Livelihoods/income generation assistance to provide subsistence or facilitate access to shelter; o Counseling to improve access to services and/or shelter; o Psychosocial services to distressed refugee and IDP communities in Chechnya and Ingushetia; and/or o Capacity-building of local or regional organizations or institutions to address gaps in healthcare, protection or other services for IDPs. •À_ Strengthening protection for urban refugees and other urban populations of concern in the Russian Federation. Proposals should address: oCounseling and/or legal aid to facilitate access to registration, asylum processing, and/or services. Armenia •À_Protection for vulnerable refugees and filling critical gaps in the provision of health, educational or social services, and/or livelihood support for refugees and vulnerable former refugees (naturalized) who remain of concern to UNHCR. Azerbaijan •À_Education: support of kindergartens or primary education for refugee and IDP children and/or vocational training for adolescents in skills linked to income-generating activities.
