Grant Description

PRM will prioritize funding for proposed NGO activities that best meet the Bureau’s priorities for displaced Iraqis as identified below. Proposals for assistance programs and the monitoring and evaluation system in Lebanon should be submitted separately. (See full announcement for more information on submitting proposals for the monitoring and evaluation system in Lebanon.) Proposed activities should primarily support Iraqi refugees in Syria, Jordan, Lebanon, Egypt, and Turkey, as well as returnees in Iraq. PRM will consider proposals for activities in a single country as well as regional programs. Proposals for assistance must focus on one or more of the following sectors (not listed by priority): Health care, mental health programs, education, vocational training, humanitarian assistance and protection, gender-based violence prevention and response, and programs aimed at addressing the interrelated assistance and protection needs of vulnerable beneficiaries by providing services and referral networks either in countries of asylum or upon return to Iraq. Inside Iraq, programs may also seek to build GOI capacity to deliver benefits and services to returnees. PRM has a special interest in regional programs which include cross-border projects to support voluntary returns and sustainable reintegration with activities and staff based inside and outside Iraq. For example, under one cross-border project, vocational training activities for Iraqi refugees in Syria could be linked to livelihoods activities for returnees in Iraq. Similarly, mental health services in Jordan could be linked to follow-up mental health services in Iraq. Families receiving educational services in Syria could be assisted with educational reintegration in their home communities in Iraq. Cross-border projects must target a minimum of fifty percent Iraqi refugee or refugee returnee beneficiaries throughout the project as a whole. PRM will not consider proposals for projects solely based inside Iraq under this announcement. NGOs submitting proposals in response to this funding announcement must be registered to operate in each of the countries of the proposed activities by the program start date. Within the body of the proposal, NGOs should clearly state their ability to operate in the proposed areas and include documentation providing verification of their registration status as an attachment. Documentation of registration status is particularly important in Syria and Turkey.
