This Funding Announcement is not a request for applications. This announcement is to provide public notice of the National Park Service (NPS), intention to fund the following project activities without competition. Funding Announcement P16AC00007 MISS Public Access and Alternative Transportation Project Canoe-Bike Share Recipient Mississippi Park Connection (Formerly Mississippi River Fund) Total Anticipated Award Amount Not to exceed $750,000 during life of agreement Cost Share $20,000 + from REI Anticipated Length of Agreement 12/01/2015 _ 12/31/2020 Anticipated Period of Performance Five Years Award Instrument Cooperative agreement Statutory Authority 54 USC _101702(a) (Formerly 16 USC _1g): Cooperative Agreements, Transfer of Services Appropriated Funds CFDA # and Title 15.941 Mississippi National River and Recreation Area State and Local Assistance Single Source Justification Criteria Cited Unique Qualifications - The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability, if applicable, technical expertise, or other such unique qualifications Point of Contact Susan Overson, MISS susan_overson@nps.gov OVERVIEW In 2016 the Recipient will develop and implement a pilot canoe bike share project with partners and the U.S. Department of Transportation Volpe Transportation Center. The Recipient will also develop interactive signage to promote this and other transportation projects at the Minneapolis-St. Paul International Airport. NATIONAL PARK SERVICE INVOLVEMENT NPS is involved with the Recipient in describing the goals, jointly developing the scope and the activities to be accomplished. This must be combined with other substantial involvement, such as providing technical assistance or any of the statements listed below, that goes beyond Federal stewardship responsibilities. NPS did not solicit full and open competition for this award based the following criteria: (4) Unique Qualifications _ The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications. The recipient is uniquely qualified to work with multiple park partners and landowners to develop and implement public access and alternative transportation projects in MISS including a pilot canoe bike share project and interactive signage at the Minneapolis St. Paul International Airport. The recipient will also be actively helping to secure additional private project funds for this and other projects to be implemented in time for the NPS Centennial celebration at MISS.
