They also have expertise and extensive experience in planning strategies. NPS Point of Contact Steve Ortega OVERVIEW On October 24, 1997, Cooperative Agreement No. 1443CA8140-98-001 (рMaster Agreementс) was entered into by and between the Department of the Interior, National Park Service, Golden Gate National Recreation Area (GGNRA) and the Golden Gate National Parks Conservancy, the (GGNPC). The GGNRA has asked the GGNPC to assist the park in support of planning that is of mutual interest or for which there is collaboration between GGGNRA and the GGNPC and which will benefit the public. The GGNRA and the GGNPC are mutually interested in and have determined it necessary to cooperate in a collaborative effort in a variety of alternative transportation planning and public outreach tasks and collaboratively produce planning products including studies, reports, concepts plans, environmental analyses, etc. Anticipated planning tasks involve a sufficient degree of complexity, urgency, and promise to compel a joint effort in order to ensure success. GGNRA staff and GGNPC staff will each bring expertise to the work of the tasks identified in this agreement. GGNPC staff will provide technical expertise, participate in planning and project teams, and bring additional expertise as requested. STATEMENT OF JOINT OBJECTIVES/PROJECT MANAGEMENT PLAN Project Objectives and Descriptions: The primary objective of this project is for the GGNPC and GGNRA to collaborate to plan for a new multi-use trail connection from Vista Point to Fort Baker. This route will use an unpaved former military road that has been closed to public use. GGNPC will support work being carried out by GGNRA, the Denver Service Center (DSC) NPS staff, and a contractor procured by DSC. GGNPC will work with GGNRA staff to develop scopes of work and obtain GGNRA concurrence for work that would be done by contracted assistance. Specific collaborative tasks include but are not limited to the following: A. GGNPC agrees to: 1. Assist with the formation and on-going support of a Core and Extended Team comprised of GGNRA, NPS Denver Service Center staff and GGNPC staff that will meet regularly and work collaboratively to achieve the objectives and description above. 2. Provide staff specialists and/or obtain services of specialists for technical assistance required for planning and compliance. 3. GGNPC will collaborate to support the Core and Extended planning Teams, complete studies, analyses, and public outreach for planning and to support environmental compliance requirements required for a safe multi-modal trail connection from Vista Point to Lower Conzelman Road/Fort Baker. 4. Complete a wayfinding /directional signage plan for the route. B. GGNRA agrees to: 1. Provide financial assistance as provided for in Article VI. 2. Assist with the formation of and participation on planning and project teams comprised of GGNRA and GGNPC staff that will meet regularly and work collaboratively on the identified planning tasks above, and collaboratively develop project goals and task details. 3. Provide assistance with planning, community outreach and with technical assistance from appropriate and qualified GGNRA and other National Park Service staff. 4. Manage all compliance and public review processes required pursuant to statute, regulation, and National Park Service or GGNRA policy and guidelines, including public meetings, comment, and consultation with appropriate organizations. 5. Provide a timely response to the GGNPC on issues and matters that are presented to the GGNRA for decision or guidance. 6. Provide funding annually, if available from Congress, to assist with the planning, design, community engagement. C. Both Parties Agree and Acknowledge to: 1. Create a cooperative partnership to maximize the benefits from the project accomplished by both organizations. 2. In partnership plan, design, and engage the community through the coordination of a professional project managerуs team. 3. Consult and obtain agreement on detailed scope of work to complete tasks in Article III.
