NOTICE OF INTENT TO AWARD This Funding Announcement is not a request for applications. This announcement is to provide public notice of the National Park Service (NPS), intention to fund the following project activities. ABSTRACT Funding Announcement: P11AC90445 Project Title: Science Symposium Recipient: Arctic Research Consortium of the U.S. Principle Investigator: Susan Fox Total Anticipated Award Amount: $35,000 Cost Share: N/A New Award Or Continuation: Continuation Anticipated Length of Agreement: 1 Year Anticipated Period of Performance: July 18, 2011 ╔к_ July 17, 2012 Award Instrument: Cooperative Agreement Statutory Authority: 16 U.S.C. ╔к_1(g): The National Park Service may in fiscal year 1997 and thereafter enter into cooperative agreements that involve the transfer of National Park Service appropriated funds to State, local and tribal governments, other public entities, educational institutions, and private nonprofit organizations for the public purpose of carrying out National Park Service programs pursuant to section 6305 of title 31 to carry out public purposes of National Park Service programs. CFDA#: 15.944 JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (or SINGLE SOURCE) FOR DISCRETIONARY COOPERATIVE AGREEMENTS BACKGROUND: ARCUS agreement for Science Symposium ╔к_ A brief history of this project. Is this part of an on-going program, agreement, etc? This is a continuation of work done with ARCUS last fiscal year in preparation for the fourth in a series of Science Symposia. ARCUS and the NPS and the Beringia Program worked together to present the third symposium in 2008. This is the fourth in the series, and planning began in 2010, working with ARCUS through the previous cooperative agreement. 1) 505 DM 2 Single Source - Only one responsible source will satisfy agency requirements. ╔к_ Identify the source and explain why specifically competition is not practical. Arctic Research Consortium of the United States is unique in it╔к_s ability to contact and work with national and international educators and scientists in the field of high latitude, northern research. It has worked with the NPS to present the previous Science Symposium and has the templates and already developed information for this symposium, it will be able to edit existing work already developed for us. In addition, we were able to begin planning with ARCUS last fiscal year and will be building on work already done. It would not be cost effective to have a different cooperator develop additional material since they would have to begin again. 2) Nature and description of the deliverable required to meet the agency╔к_s needs: ╔к_ Description of the deliverables and the required delivery schedule. o 2011, website for symposium edited and call for papers distributed. o 2011, development of agenda and schedule for symposium, selection of papers and posters done by NPS and ARCUS ╔к_ The minimum essential characteristics or unique features of the item(s). If requesting a service, fully describe all services to be performed. o Adaptation of previous symposium material developed by ARCUS, including website and venue planning and logistics. ╔к_ State the price of the requirement ╔к_ base year and every additional anticipated agreement period thereafter. o $28,000 in FY11. No anticipated funding in later years, as symposium will be presented in late 2011. 3) Criteria for justifying award without competition. In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria. Please explain which criterion specifically addresses the proposed agreement. ╔к_ Unsolicited proposal - The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives; ╔к_ Continuation - The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity. o This is a continuation of work already begun with ARCUS in 2008 and again in 2010. In 2008 ARCUS developed information, websites and materials for the previous Science Symposium. Working from that base, NPS worked with ARCUS in the fall of 2010 to begin planning and developing materials for this fourth symposium. A lot of the work is already done and the website partially developed. ARCUS has also worked with the venue planner and has a relationship with them for this event. Using another entity to assist the planning and presentation would mean that material would have to be re-developed, which would add considerable to the cost. In addition, there would not be time to begin developing new material since the call for papers needs to be sent out immediately in order for responses to be received, evaluated and a program built in time for the November symposium. ╔к_ Legislative intent - The language in the applicable authorizing legislation or legislative history clearly indicates Congress' intent to restrict award to a particular recipient or purpose. ╔к_ Unique Qualifications - The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability, if applicable, technical expertise, or other such unique qualifications; ╔к_ Emergencies - Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed. 4) A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: ╔к_ Not conducted, this is continuing work already started. 5) Any other facts supporting the use of other than full and open competition: 6) A statement of the actions, if any, the agency may take to remove or overcome any barriers for competition before any potential future agreement award: Future symposia are not planned at this time. If they are, NPS will survey numerous providers. This particular project is a continuation of existing work already started for a specific event.
