Grant Description
SAGA agrees to: 1. Complete hiking trail repairs and repairs on Glacier Bay National Park trail boardwalks, perform brushing on trails and at campground area, perform vegetation management on park road shoulders, paint historic park buildings and other park structures. which are located within Glacier Bay National Preserve. The work will be accomplished during June or July of 2011 with the exact dates coordinated with the NPS to ensure project completion. SAGA will work for a period of no more than 20 days from start date with additional mobilization/demobilization days (22 days total for duration of agreement). 2. Provide a trained six (6) member crew with two leaders experienced in supervision for 20 work days on site plus two (2) mobilization/demobilization days. The crew will be equipped with all the hand tools and safety equipment needed for brushing and trail repairs. The crew will be physically able to work for an eight (8) hour day. 3. Provide transportation to the work site, camp gear and food for all the crew members. 4. The SAGA will exercise supervisory control including hiring, direction of work and schedules of all SAGA employees. 5. SAGA must match 25%. B. NPS agrees to: 1. To have a coordinator to conduct park orientation to safety and guidance on the NPS goals and mission. 2. Provide a place to set up living quarters/camp and provide specialized tools and material to accomplish the projects, fuel for power tools, camp fuel, portable radios for emergency communication, site transportation for the duration of the project and educational opportunities. 3. Provide project management direction, guidance and oversight. NPS employee/management does not have authority to obligate the government. This announcement is to provide public notice of the National Park Service (NPS), intention to fund the following project activities. ABSTRACT Funding Announcement: P11AC90259 Project Title: SAGA •À_ Glacier Bay Headquarters Trail Work Recipient: Southeast Alaska Guidance Association Principle Investigator: Sheri Barry Total Anticipated Award Amount: $25,000 Cost Share: N/A New Award Or Continuation: New Anticipated Length of Agreement: Less than one year Anticipated Period of Performance: May •À_ September 2011 Award Instrument: Cooperative Agreement Statutory Authority: 16 U.S.C. •À_1722 et. seq. , Public Lands Corps Act (PLC) authorizes the Secretary to enter into contracts and cooperative agreements for individuals ages 16-25 with any qualified youth or conservation corps to perform appropriate conservation projects. Requires a 25% match of non-Federal funds from the cooperator. (See 16 U.S.C. •À_1729(a)(1).) This authority allows the Secretary to set rates of pay and other living allowances. Substantial Involvement Documentation Type of funds to be used for this project: Recreational Fee Demonstration, 20% - Public Lands Corps Program (PLC) •À_PMIS # 130621D. l. Why was this cooperator selected? The Southeast Alaska Guidance Association (SAGA) was selected for their experience, knowledge, skill and past work with GLBA. SAGA and GLBA have been working cooperatively since 2001 and completed many conservation projects within the park. Explain the nature of the anticipated substantial involvement? What will NPS specifically do to carry out the project? The NPS will provide a work leader and a trails work crew to provide project direction, guidance and work alongside the SAGA work crew. The NPS will provide project management oversight. The NPS will provide environmental educational training opportunities for the SAGA crew members conducted by GLBA employees with ecological credentials or that are subject matter experts. The NPS will provide $25,000 in PLC funding, ground transportation, fuel, a suitable camp site, specialized tools and portable park radios for safety considerations. 2. Why is the substantial involvement considered to be necessary? This substantial involvement is necessary to complete conservation projects where GLBA lacks the capacity and provide exposure to SAGA members to a Southeast Alaska National Park environment and to the NPS mission. 3. What are the deliverables expected? SAGA will provide a six person crew with two team leaders for 20work days plus as much time as required for mobilization/demobilization. The crew will complete trail brushing and repairs, Trail Boardwalk maintenance, roadside vegetation management, and painting of historic park buildings and other park structures within the Bartlett Cove area. SAGA will provide transportation to the worksite, camp gear and food for all the crewmembers. 4. What is the purpose of the agreement? To work cooperatively to complete conservation projects within the park and provide life experiences for the SAGA crew members. 6. Explain why the project or activity entails a relationship of assistance rather than a contract. How will the PI and/or graduate students benefit from this collaboration? In the Public Lands Corps Act of 1993 Congress found that: conserving natural and cultural resources and maintaining environmentally important lands and waters using young adults in a Public Lands Corps can provide these individuals with education and work opportunities that further their appreciation of natural and cultural resources and provide a means to pay for higher education, while benefiting the economy and the environment; many facilities and natural resources on eligible service lands are degraded or in disrepair and need labor intensive rehabilitation that federal agencies are unable to provide at current personnel levels; youth conservation corps have a good record of restoring and maintaining these facilities in a cost effective and efficient manner. The members of the SAGA crew will learn to make the connection between what they learn and how they live through improving the lives, land and communities in Alaska. 7. How was the determination made that the costs proposed are accurate and proper? Provide a breakdown of costs and rationale for determining they are acceptable. The PLC funding program maximum is $25,000 per project. SAGA determines the number of days a crew can be on site with the available funding considering the cost of mobilization and demobilization to the specific work site, subsistence and camp requirements.
