Eligible applicants are states (including U.S. territories and the District of Columbia) and federally recognized Indian tribes (as determined by the Secretary of the Interior). States, federally recognized Indian tribes, and units of local government may partner as co-applicants, when necessary, to achieve the goals of this solicitation; however, a lead state or tribal agency must be identified. OVC welcomes applications that involve two or more entities that will carry out the funded federal award activities; however, one eligible entity must be the applicant and the other(s) must be proposed as subrecipient(s). The applicant must be the entity with primary responsibility for administering the funding and managing the entire project. Only one application per lead applicant will be considered; however, a subrecipient may be part of multiple proposals. OVC may elect to make awards for applications submitted under this solicitation in future fiscal years, dependent on, among other considerations, the merit of the applications and the availability of appropriations.

Grant Description

The Improving Outcomes for Child and Youth Victims of Human Trafficking: A Statewide Approach solicitation will seek applications from states to develop, enhance, and coordinate programs and activities geared toward improving outcomes for child and youth victims of sex and labor trafficking. The purpose of this grant is identify a state's greatest challenges in addressing trafficking of children and youth and to encourage the development of a state-wide strategy.
