Eligibility Categories
Eligible applicants are limited to states that are currently in compliance with the core requirements of the Juvenile Justice and Delinquency Prevention Act (the Act). Pursuant to the Act, at 42 U.S.C. 5603(7), the term рstateс means any state of the United States, the District of Columbia, the Commonwealth of Puerto Rico, Guam, the Commonwealth of the Northern Mariana Islands, the Virgin Islands, and American Samoa. Only the agency that the chief executive (e.g., the governor) of each state designates is eligible to apply for these funds. Eligible applicants who propose to provide direct services to youth must not include youth who are age 18 or older in the population they will serve. OJJDP welcomes applications that involve two or more entities that will carry out the funded federal award activities; however, one eligible entity must be the applicant and the others must be proposed as subrecipients. The applicant must be the entity with primary responsibility for administering the funding and managing the entire program. Only one application per lead applicant will be considered; however, subrecipients may be part of multiple proposals.

The FY 2016 Smart on Juvenile Justice: Reducing Out-of-Home Placement will strengthen and expand the use of community-based alternatives to out-of-home placement and minimize approaches based solely on control and deterrence in favor of individualized treatment and services.
