Eligible applicants are nonprofit organizations (including tribal nonprofit organizations). As set forth in the authorizing language in 42 U.S.C. Section 13013, the successful applicant: ―(A) shall be a national organization that has broad membership among court-appointed special advocates and has demonstrated experience in grant administration of court-appointed special advocate programs and in providing training and technical assistance to court-appointed special advocate programs; or (B) may be a local public or not-for-profit agency that has demonstrated the willingness to initiate, sustain, and expand a court-appointed special advocate program. OJJDP welcomes joint applications from two or more eligible applicants; however, one applicant must be clearly indicated as the primary applicant (for correspondence, award, and management purposes) and the others indicated as co-applicants.

Grant Description

The Victims of Child Abuse Act of 1990, as amended (Public Law 101-647), mandates that all abused and neglected children involved in dependency proceedings receive timely, sensitive, and effective advocacy. The Act states that every victim of child abuse or neglect in the United States that needs one shall have a court-appointed special advocate. The Court-Appointed Special Advocates (CASA) Program ensures that abused and neglected children receive high quality representation in dependency court hearings. The successful applicant will provide assistance and membership and accreditation services to regional, state, and local CASA organizations that support volunteer advocates who represent abused and neglected children in dependency hearings and will partner with other public and private child welfare system stakeholders at the local, state, regional, and national levels. This program is authorized by the Victims of Child Abuse Act, 42 U.S.C. 13011, et seq.
