Grant Description
The US Army Corps of Engineers, Portland District (USACE) intends to enter into a sole source cooperative agreement with Portland State University (PSU) for evaluation of surface wave parameters at the Columbia River Mouth (MCR) using satellite Synthetic Aperture Radar (SAR) images. This agreement constitutes a follow-on effort to explore work previously completed by PSU. The goal of this study is to detect, monitor, and model ocean waves in order to improve navigation through the MCR inlet and maintain near-shore navigation structures. The methods used in this study will constitute an effective method for SAR image analysis that can be employed in future studies to: a) build up a surface wave parameter database using historic SAR images, and b) monitor ocean surface waves by using real-time SAR data, if such data become available. This cooperative agreement will be awarded pursuant to WRDA 1999 113 STAT. 269 PUBLIC LAW 106п53яAUG. 17, 1999 Section 101(b) (13).
