Grant Description

A. NCWHS agrees to: 1. Ensure that key officials and hired researchers from NCWHS attend a webinar developed by NPS that provides information about the NHL Program and its nomination process. This webinar will be open, free of charge, to any current NCWHS members, regardless of their specific involvement with the project outlined in this task agreement. 2. Create, in consultation with National Park Service (NPS) staff in the Washington DC office, a list of at least 100 leading preservationists and experts in womenуs history, to be provided to NPS within 45 days of the effective date of this Agreement. This list will include representatives from each State Historic Preservation Office (SHPO). Federal Preservation Offices (FPOs), Tribal Historic Preservation Offices (THPOs), and historians representing a diversity of subfield expertise, ethnicity, age, and geographic location. This list will be used to invite people to attend the workshop described in Step 3 and to complete the survey described in Step 4. 3. Arrange and develop, in consultation with NPS, a two or one and a half day free workshop to be held at the Sewall-Belmont House in Washington DC. The goal of this workshop is to raise awareness among historians and preservationists about the womenуs heritage initiative. Invitees and members of the general public who attend this workshop will later be asked to respond to the survey questions being developed by the NCWHS in collaboration with NPS. This workshop will be open to the general public. 4. Create, in consultation with NPS, a survey of four to six questions designed to help elicit information from leading preservationists and experts in womenуs history regarding potential topics and sites dealing with womenуs history, within 75 days of the effective date of this Agreement. Following approval of survey questions by NPS and using Survey Monkey and the list of experts developed in Step 2, issue invitations to participate in the survey within 60 days of receipt of the invitation. Provide NPS with data compiled from survey within 30 days of receipt of survey answers. 5. Develop, in consultation with NPS, a list of two to three sites to be nominated as NHLs. These individual properties will meet the NHL Programуs requirements for high integrity, both on the interior and exterior, be nationally significant because of their association with womenуs history, and address gaps in the NHL Program as identified by the NPS and as agreed upon by both the NCWHS and the NHL Program. In making this determination, NCWHS will work in consultation with staff from the NHL Program. This determination will also be made in accordance with standards and requirements as spelled out in The National Register of Historic Places Bulletin: How to Prepare a National Historic Landmark Nomination. Along with making this determination, the NCWHS will also locate contact information for the property owner(s) of this site. The NCWHS will obtain permission from the property owner(s) for the nomination of each proposed site. 6. Select, with the concurrence of NPS, at least two historians to write and submit NHL nominations for the selected sites. Selected historians will have a demonstrated knowledge of the NHL nomination process, as evidenced by either having previously completed a successful NHL nomination or having participated in several NHL training webinars. 7. In accordance with the provisions of Sec. 36 (intangible property of OMB Circular A-110, for any and all copyrights associated with work performed pursuant to this Agreement, NCWHS grants the National Park Service a royalty-free, non-exclusive and irrevocable right to reproduce, publish, or otherwise use the work for Federal purposes and to authorize others to do so. 8. NCWHS and historians contracted to write NHL nominations will attend conference calls as needed and be available throughout the project to address questions and concerns regarding the NHL program, the nomination process, NHL requirements, and this project overall. 9. Review and comment on all deliverables in the amount of time specified in this task agreement. 10. Promote and publicize this collaboration through its web site. This effort will include announcements of upcoming NHL webinars, to assist the efforts of other organizations preparing NHL nominations in womenуs history.
