This announcement is to provide public notice of the National Park Service (NPS) intention to fund a Task Agreement against an existing Master Agreement. Public Lands Corps program (c) Qualified youth or conservation corps (1) In general: The Secretary is authorized to enter into contracts and cooperative agreements with any qualified youth or conservation corps to perform appropriate conservation projects referred to in subsection (d) of this section. CFDA # and Title 15.931 Conservation Activities by Youth Services Organizations Point of Contact Julie Hendricks, Lead Grants Management Officer julie_hendricks@nps.gov (402) 661-1662 OVERVIEW, RECIPIENT AND NPS SUBSTANTIAL INVOLVEMENT The SEEDS Youth Conservation Corps will provide labor to make possible the Keweenaw History Center masonry restoration. The project will include three youth workers and a crew leader for a period of 18 weeks. Work and historic preservation training will include: scaffolding assembly; preparation of deteriorated mortar joints; mortar mixing; back pointing and finish pointing; repair of damaged stone sills; and replacement of damaged brick. The SEEDS Youth Conservation Corps is affiliated with the Corps Network and is selected for this award. The SEEDS program serves Michigan's Lower Peninsula and Upper Peninsula. The SEEDS organization is based in Traverse City, MI, but recruits youth participants from the local community which is economically disadvantaged and under-served. The SEEDS approach to this project supports the purposes of Keweenaw National Historical Park by engaging the community and fostering a preservation ethic among local residents. SEEDS will recruit youth workers and a crew leader from Houghton and Keweenaw Counties. This practice addresses the shortage of employment opportunities available in the area, and economically disadvantaged and under-served region. As a partnership park, it is essential that Keweenaw National Historical Park make the most of every opportunity to serve the community in which it is located. No substantial involvement on the part of the National Park Service is anticipated for the successful completion of this award. It is anticipated that involvement will be limited to actions related to monitoring project performance, technical assistance at the request of the recipient. The Recipient is a member of the Corps Network who was awarded a Master Cooperative Agreement P15AC00027 allowing SEEDS YCC to participate in specific tasks, and can provide the necessary activities involved in this particular task while providing an effective outcome for NPS and the objectives of this research/educational project. SEEDS YCC will hire a youth crew leader and three youth workers with construction experience. The crew will work collaboratively and under the direction of the NPS work crew consisting of a mason and maintenance mechanic.
