U.S. Department of Interior, National Park Service, Lewis and Clark National Historic Park, intends to make a single source award to Shorebank Enterprise Cascadia (SBEC) of Ilwaco, Washington. This is a noncompetitive award in accordance with Department of Interior Policy, Departmental Manual 505DM2, and Public Law 110-229, which requires NPS to study the feasibility of designating the region at the mouth of the Columbia River as the Columbia-Pacific National Heritage Area (NHA). NHAs are a partnership program between the NPS and a management entity. Legislation designating an NHA conveys certain authorities and public responsibilities upon the management entity. The management entity administers the NHA program through guidance, oversight, and partnership provided by the NPS. SBEC is the management entity for the proposed Columbia Pacific NHA. The National Park Service intends to award a Cooperative Agreement for the feasibility study based upon this announcement. SBEC will provide a portion of the funding.

Grant Description

An NHA feasibility study requires several pieces of information that are best developed by the proposed management entity (SBEC), in collaboration with NPS. These include a conceptual financial plan, a conceptual approach, and the identification of potential heritage partnerships and activities. For this reason, it is common for the proposed management entity to share in the costs and collaborate in the production of an NHA feasibility study. NPS and SBEC have determined that it is in the best interest of the public to be able to meet and question the proposed management entity during the NHA study process. It is in the best interest of the public to know and review the management entity’s performance record, proposed approach, and conceptual plan for the NHA. NPS and SBEC have concluded that they would like to collaborate in the research and development, and public engagement activities, for the Columbia-Pacific NHA feasibility study.
