Section _101702(a) provides that the National Park Service may, in fiscal year 1997 and thereafter, enter into cooperative agreements that involve the transfer of National Park Service appropriated funds to State, local and tribal governments, other public entities, educational institutions, and private nonprofit organizations for the public purpose of carrying out National Park Service programs. 54 U.S.C Section _101702(b) Cooperative Agreements, Cooperative Research and Training Programs. 16 USC _ 1246(h)(1): Agreements to Operate, Develop, and Maintain Portions of National Trails Recipient Cost Share: Federal Funding Amount: $250,000 Estimated Number Of Agreements To Be Awarded: 1 Estimated Amount Of Funding Available For Award: Subject to the availability of funds, estimated funding is approximately $250,000. The actual level of funding is dependent upon the appropriations allocated for this program. The Amount Of Funding Available For Award For This FOA Will Be Determined Once Final FY 2015 Appropriations Have Been Made. This FOA Will Be Cancelled If FY 2015 Appropriations Are Insufficient To Support New Awards. Section II: Funding Opportunity Announcement Objectives and Goals A. Program Background Information The principal purpose of this agreement is creating a legal instrument to support the interpretation and resource management objectives of Grand Teton National Park and those of its preservation partners that are focused on preserving the craft of historic dry-laid stone masonry. For the purposes of this agreement, the NPS acts as a program coordinator to serve as a liaison to (the recipient) for the work under this agreement. The recipient organization provides leader led dry laid stone installation instruction at Grand Teton National Park. Training objectives will include identification of CCC Era Wall Construction, structural assessment of the walls, proper reconstruction methods, and safety at the job site. B. Program Objectives ╢ Jointly administer ╢ Promote and stimulate ╢ Encourage The NPS will: ╢ Plan and facilitate a multi-year stone wall preservation training program for the benefit of the public as well as Grand Teton National Park maintenance and interpretation staff, National Park Service maintenance and interpretation staff and otherwise for the mutual benefit of NPS partners and cooperators. ╢ Complete a brief annual report detailing activities and measurable results, including number of trainees, aggregate hours of training accomplished, supporting interpretive activities, etc., as an ongoing record of the parkмs stone wall preservation training program. ╢ Publicize, promote and recruit participants in annually conducted stone wall preservation on-site training events. ╢ Provide a minimum of NPS maintenance staff to provide support and guidance at all times during the annual on-site training events. ╢ Identify and prepare the work-area prior to annual on-site stone wall preservation training events. This includes completion of compliance activities related to Section 106 of the National Historic Preservation Act, and compliance with the National Environmental Protection Act as appropriate. ╢ Acquire and maintain all required permits and approvals for natural, historic and cultural resource protection, water quality issues, and local building codes as necessary. ╢ Provide a secure staging area for stone and equipment in close proximity to the locations of the annual on-site stone wall preservation training events. ╢ Acquire additional stone materials as needed from appropriate sources to facilitate on-site training. ╢ Control public access to the annual on-site training locations and staging areas; ╢ Protect and/or remove and replace existing site features and/or furniture (i.e., curbs, signs, benches, drainage pipes, etc.) that may be disturbed during the course of annual on-site training events. ╢ Salvage, store and replant any existing plants and groundcovers that may be impacted during annual on-site training events. ╢ Provide, install, monitor, maintain and remove any silt and erosion control devices, if required, in preparation for, during, and at the conclusion of annual on-site training events. ╢ Contain and dispose of any hazardous materials discovered during annual on-site training events; ╢ Haul and dispose surplus material and resultant debris (anticipated to be only stone and dirt); and ╢ Restore training site landscaping and vegetation (if any), including grass and shrubbery at the conclusion of annual on-site stone wall preservation training events. The Recipient will: ╢ Coordinate the annual training curriculum with Grand Teton National Park staff and other partners to provide a balance of formal training in the history, principles, and techniques and hands-on training utilizing an actual preservation treatment exercise drawn from among the miles of stone walls present at the park. Training events will be available to the public, park partners and NPS employees. Trainees will have the opportunity to work side by side with the masonry team. ╢ Provide on-site training to the public, park partners and NPS staff in the craft of dry stone masonry to accomplish the mutual goals of the NPS and Dry Stone Conservancy, Inc. ╢ At the completion of tasks under this cooperative agreement, the cooperator will review and provide comments on the parkмs draft annual report detailing the activities and accomplishments of the parkмs stone wall preservation training program. ╢ Provide all labor and hand tools necessary to conduct on-site stone wall preservation training. ╢ Coordinate work scheduling and work efforts with the NPS staff and park partners. ╢ Coordinate its work in such a manner that archeological observation and sampling can occur safely. Dry Stone Conservancy Inc. will provide 72 hoursм notice to the Key Official in Article V.A.1.as formal notice prior to disassembling walls. ╢ Rebuild walls as part of annual on-site training in accordance with internationally accepted standards for load-bearing dry stone masonry. ╢ Coordinate with the NPS for the installation of drainpipes, supplied by the NPS, which must pass through or behind the walls. ╢ Rebuild and blend wall segments in line with adjacent walls, laying the face stones at an angle to match the batter of the adjacent walls. If there are no adjacent walls, the face stones will be laid at an angle appropriate to internationally accepted standards for load-bearing dry stone masonry and in conformance with the project specifications and drawings. ╢ All hands-on training performed under this Agreement will comply with current Occupational Safety and Health Administration (OSHA) regulations as well as Local, State, and Park safety regulations, guidelines, and policies. The NPS and Recipient together will: ╢ Jointly select annual dry-stone masonry training projects subject to the availability of funds. ╢ Jointly develop curriculum and training materials appropriate for the selected training project. C. Term of the Agreement Agreement terms for funded projects are estimated to range between one and five years, depending on the negotiated project scope. Agreements are not effective until fully executed with signature from the NPS Awarding Officer. In most cases an agreement will expire after five years from the effective date, unless terminated earlier in accordance with 2 CFR, Part 200, Sections 200.338 and 200.339. Prior to the expiration of this agreement, modifications may be proposed by either party and will become effective upon written approval of both parties. Each activity or project under this agreement will be treated individually, with more detail through project statements, project plans and budgets developed cooperatively between the NPS and the recipient organization.
