Grant Description
United States Department of the Interior National Park Service (NPS) Notice of Intent to Award. This funding announcement is to provide public notice of the NPS's intention to fund the following project activities without full and open competition by Task Agreement J1780100013 under Cooperative Agreement H1780090015 with the Cooperator Lowell Festival Foundation (LFF). Founded in 1974, the LFF was created to encourage charitable and educational events and activities in the city of Lowell, Massachusetts and to provide support for the mission of the Lowell National Historical Park. As a volunteer based 501(c)(3), the Lowell Festival Foundation has been active in helping to create and champion so many of Lowell’s special events, which was vital to Lowell’s dramatic revitalization. Along with Lowell National Historical Park, the LFF is a founding Producing Partner of the annual Lowell Folk Festival, which has become the largest free folk festival in the country. The Lowell Folk Festival takes place within the boundaries of the Lowell National Historical Park. Competition for this agreement is not sought as the cooperator is the designated manager of the Lowell Folk Festival. The LFF is uniquely qualified to perform the activities based upon a variety of demonstrable factors such as their high level of technical expertise, financial viability and management of large-scale festivals and special events. The LFF has an extensive network of active community leaders that have played various roles in the conception, development, and implementation of the Park’s cultural programming throughout the past three decades. As such, the LFF will assist the Park with outreaching to a variety of local organizations that serve Lowell’s diverse community. NPS funding will be $88,500. The LFF funding will be $340,514. The anticipated completion date of the Task Agreement will be September 30, 2010.
