Proposers must be affiliated with an institution at nspires.nasaprs.com/ and, in general, NASA provides funding only to US institutions. Organizations outside the U.S. that propose on the basis of a policy of no-exchange-of-funds; consult Appendix B Section (l) of the guidebook for proposers (http://www.hq.nasa.gov/office/procurement/nraguidebook/) for specific details. An institution must be included in the lists of Minority-serving Institutions of the Department of Education appearing as of 12/31/2008 or later. For some of the opportunities under this solicitation, community colleges, public school districts with high minority enrollment and non-profit organizations are eligible. NASA Centers, Federal Agencies, Federally Funded Research and Development Centers, non-minority serving higher education institutions, state agencies, local agencies, federally recognized tribal government agencies, science museums and planetariums, for-profit companies, non-U.S. organizations and other institutions may apply through a partnership with the lead organization. Any collaborative proposal involving a TCU in which a non-TCU is the lead institution must include, among supporting documents, letters of support from the TCU signed by an authorized representative of the institution (e.g. president, chief academic officer, or director of sponsored programs).

NNH112HA002C Release Date: January 7, 2011. Notice of Intent to propose Due: February 2, 2011 through March 14, 2011 Proposals Due: March 10, 2011 through April 11, 2011. EDUCATION OPPORTUNITIES IN NASA STEM (EONS) 2011 NNH112HA002C, entitled "Education Opportunities in NASA STEM 2011 (EONS-2011)," is available on January 7, 2011, by opening the NASA Research Opportunities homepage at http://nspires.nasaprs.com/ and then linking through the menu listings "Solicitations" to "Open Solicitations." This NASA Research Announcement (NRA) is a pilot that solicits education opportunities in support of NASA’s Office of Education (OE) under the Minority University Research and Education Program (MUREP). The future plan for the EONS announcement is to include all NASA OE announcement opportunities in order to consolidate and simplify interested parties’ access to this information. The purpose of MUREP is to increase NASA’s responsiveness to Federal mandates related to Historically Black Colleges and Universities (HBCU), Hispanic Serving Institutions (HSI), Tribal Colleges and Universities (TCU) and Other Minority Universities (OMU). Currently, MUREP projects address Presidential Executive Orders No. 13532 on HBCUs, No. 13270 on TCUs, and No. 13230 on Educational Excellence for Hispanic Americans. The MUREP programming staffs at NASA are responsible for developing agency wide policies, procedures and guidelines that enhance the involvement of all minority-serving education institutions in NASA’s mission. Projects supported by MUREP provide underrepresented and underserved students majoring in a science, technology, engineering, or mathematics (STEM) discipline and faculty at Minority Serving Institutions (MSIs) access to NASA research and education opportunities. Students and faculty supported by MUREP are provided opportunities to engage in NASA-related research and mission-specific technology development. MUREP projects are also designed to address the national challenges of attracting and retaining underrepresented and underserved undergraduate and graduate students in STEM. Institutional awards range from $50K per year for focused, limited efforts up to $300K per year for extensive activities (e.g., Mission-focused research). The funds available for awards in each program element offered in this NRA range from less than one to three million dollars, which allows selection from a few to as many as several dozen proposals, depending on the program objectives and the submission of proposals of merit. Awards will be made as grants or cooperative agreements, depending on the nature of the proposing organization and/or program requirements. The typical period of performance for an award is two to four years, although some projects may specify shorter or longer (maximum of five years) periods. Note that it is NASA’s policy that all funding opportunities involving non-U.S. organizations will be conducted on a no exchange of funds basis in accordance with 14 Code of Federal Regulations (C.F.R.)¤ 1260.12(e)(2) . Any changes or modifications to any of these guidelines will be specified in the descriptions of the relevant programs in the Appendices of this solicitation. Proposal due dates are scheduled starting on March 10, 2011, and continue through April 11, 2011. Electronically submitted Notices of Intent to propose are requested for most program elements, with the first such due date being February 2, 2011. Electronic submission of proposals is required by the respective due dates for each program element and must be submitted by an authorized official of the proposing organization. Electronic proposals may be submitted via the NASA proposal data system NSPIRES or via Grants.gov. Every organization that intends to submit a proposal in response to this EONS NRA must be registered with NSPIRES; organizations that intend to submit proposals via Grants.gov must be registered with Grants.gov in addition to being registered with NSPIRES. Such registration must identify the authorized organizational representative(s) who will submit the electronic proposal. All principal investigators and other participants (e.g. co-investigators) must be registered in NSPIRES regardless of submission system. Potential proposers and proposing organizations are urged to access the system(s) well in advance of the proposal due date(s) of interest to familiarize themselves with its structure and enter the requested information. Details of the solicited programs are given in the Appendices of this EONS NRA. Proposal due dates are given in Tables 3 of this EONS NRA. Interested proposers should monitor http://nspires.nasaprs.com/ or subscribe to the electronic notification system there for additional new programs or amendments to this EONS NRA through February 2012, at which time release of a subsequent EONS NRA is planned.
