Grant Description

Statement of Purpose: NASA recognizes the power of strategic and mutually beneficial partnerships to improve efficiency and maximize its outreach to the public concerning NASA's programs. To this end, NASA seeks unfunded partnerships with organizations to help promote awareness of NASA's history. The purpose of this Announcement is to determine interest by non-government entities in reprinting NASA historical publications that were originally published by the Government Printing Office. NASA would benefit by having valuable historical publications available to the public, which will increase general awareness in the U.S. and abroad of NASA historical programs and activities; and respondents could benefit from enlarging their portfolio of aerospace publications and increasing sales worldwide. A complete listing of NASA History Series titles, as well as related historical publications not formally in the NASA History Series, is available from http://history.nasa.gov/series95.html online. Publications that are currently out-of-print are properly identified. NASA Contributions: NASA will provide any Partners with the following: (a) high-resolution electronic image and word processing text files, whenever feasible. (b) an errata sheet listing any errors that NASA is aware of for each title to be reprinted. (c) a review of any modifications and additions (including artwork and covers) proposed by the Partner for a reprint title in a reasonably timely manner. Approval of the final text is required by NASA, which will not be unreasonably withheld. General Information: Respondents will be responsible for financing their own activities, both in furnishing the information to respond to this Announcement and to undertake the responsibilities required to reprint and market out-of-print publications. No NASA funding is available for this purpose. All activities will be accomplished on a nonexclusive basis. Therefore, NASA may enter into similar arrangements for the same or similar purpose with other entities. NASA may enter into Space Act Agreements with respondents consistent with its authority under the National Aeronautics and Space Act, 51 U.S.C. _ 20113(e).NASA seeks to provide for the widest practical and appropriate dissemination of information concerning NASA activities and the results thereof. This announcement does not constitute an obligation for NASA to begin negotiations or enter into agreements with any respondents to carry out this activity. NASA reserves the right to select all, some, or none of the responses for negotiations of Space Act Agreements. NASA reserves the right to amend or withdraw this Announcement at any time. Eligibility and Target Audience: All organizations are eligible to submit a response to this Announcement, including international entities. The target audience is commercial publishing companies, particularly those specializing in aerospace history or reprints, which have a broad marketing reach. Submission Details: All responses under this announcement must be emailed to Stephen Garber, NASA History Program Office, at stephen.j.garber@nasa.gov. This announcement is open for response immediately and will remain open through 31 August 2011. Questions may also be provided to Stephen Garber at the same email address, above. Responses to this announcement should be no more than four (4) pages in length and include the following information: -Name of respondent organization, principal individuals of the organization, including name, mailing addresses, phone numbers, fax numbers, email addresses. -Brief overview of their business, publications, distribution, Description of experience, and demonstration of the financial resources needed to be successful. Description of the particular NASA publications the respondent is interested in reprinting (see http://history.nasa.gov/series95.html). Summary of proposed plan for publication including timeline, target audience, anticipated reach and metrics for measuring success of wide dissemination. Responses should be submitted in Microsoft Word or Adobe PDF format. NASA does not have any other specific format requirements. Responses should not include any proprietary information. Government personnel and contractors will participate in the evaluation of responses. Information provided in response to this Announcement will not be returned. Evaluation Criteria: NASA will evaluate the proposals based on the following criteria: . Alignment of the values of the respondent's business with those of NASA. . Ability to reprint selected publications within the timeline established by mutual consent and to reach a broad sector of the public.
