Eligibility Categories
Institutions for which the NASA EPSCoR Directors are currently serving are eligible to participate in NASA EPSCoR. The National Science Foundation (NSF) determines overall jurisdiction eligibility for NASA EPSCoR. Details regarding eligibility are available at http://www.nsf.gov/od/oia/programs/epscor/eligible.jsp . Refer to the table at http://www.nsf.gov/od/oia/programs/epscor/Eligibility-FY2007.pdf for current eligibility. The following jurisdictions are eligible to propose to this NASA EPSCoR solicitation: Alabama, Alaska, Arkansas, Delaware, Hawaii, Idaho, Iowa, Kansas, Kentucky, Louisiana, Maine, Mississippi, Montana, Nebraska, Nevada, New Hampshire, New Mexico, North Dakota, Oklahoma, Puerto Rico, Rhode Island, South Carolina, South Dakota, Tennessee, Utah, Vermont, West Virginia, and Wyoming. Jurisdictions responding to this CAN may submit up to two proposals. The number of current NASA EPSCoR Research Awards in a given jurisdiction will be a consideration during the selection process.

Grant Description
The National Aeronautics and Space Administration (NASA) Office of Education, in cooperation with NASA’s four Mission Directorates—Aeronautics Research, Exploration Systems, Science, and Space Operations—and NASA’s ten Centers, solicits proposals for the NASA Experimental Program to Stimulate Competitive Research (EPSCoR). Each funded NASA EPSCoR proposal is expected to establish research activities that will make significant contributions to the strategic research and technology development priorities of one or more of the Mission Directorates and contribute to the overall research infrastructure, science and technology capabilities, higher education, and economic development of the jurisdiction. Proposals are due on 19 March, 2009. It is anticipated that 7-10 awards of up to $750,000 for a three-year period of performance may be made under this Notice pursuant to the authority of the NASA Grant and Cooperative Agreement Handbook (http://ec.msfc.nasa.gov/hq/grcover.htm), Section 1260.12(d).
