Eligible Applicants: All potential applicants who are in the Great Plains CESU network. This financial assistance opportunity is being issued under a Cooperative Ecosystem Studies Unit (CESU) Program. CESUs are partnerships that provide research, Technical Assistance, and education. Applications will be accepted from any individual with a formal relationship (professor, researcher, scientist) with one of the existing university participating in the Great Plains Cooperative Ecosystem Studies Unit (CESU) that has the demonstrated ability and experience to conduct research consistent with the goals identified in the Funding Opportunity Description section and who is not employed by a Federal agency. Federal employees can be collaborators in proposed research. The following proposals are ineligible for consideration under this announcement: Proposals from U.S. Government agencies or U.S. Government employees. Proposals from Federally Funded Research and Development Centers (FFRDC). Proposals in which there is a real or the appearance of a conflict of interest.

Grant Description

A. Project Background Information: In response to National Environmental Planning and Analysis (NEPA) requirements, resources monitoring directed by EIS Decision Records, and the need for analysis of impacts of surface disturbance on water quality, stream channel stability, and watershed health, BLM intends to implement research/development (R and D) and establishment of technical data standards, data criteria, and spatial data protocols for the creation of higher resolution National Hydrography (NHD) and Watershed Boundary (WBD) datasets for the State of Wyoming. This project will involve upon completion of the R and D, the recipient will, employing R and D established protocols and procedures, create more accurate and higher resolution NHD and WBD datasets. In addition, BLM and the recipient will work together in field research and ground-based verification of the digital and spatial data accuracy of NHD and WBD developed in the course of the project. B. Project Objective: The partnership will allow the BLM and the recipient, to more efficiently and with greater cost effectiveness, make their individual contributions in science-based investigation and management of soil and water resources and exchange data through a joint work effort. The resulting WBD NHD datasets will be used in undergraduate and graduate programs in such applications as soil and water modeling and analysis systems. In addition, these R and D results and enhanced datasets will be available to the public and energy companies for use in obtaining permits and authorizations from state and federal agencies for resource development projects.
