NOTICE OF INTENT TO AWARD This Funding Announcement is not a request for applications. This announcement is to provide public notice of the National Park Service (NPS), intention to fund the following project activities. ABSTRACT Funding Announcement: J9922111006 Project Title: Historic Context - Aviation Recipient: National History Day of Alaska Principle Investigator: Gloria Collins Total Anticipated Award Amount: $10,000 Cost Share: N/A New Award Or Continuation: New Anticipated Length of Agreement: 1 Year Anticipated Period of Performance: April 30, 2011 п September 30, 2012 Award Instrument: Task Agreement Statutory Authority: 16 U.S.C. _1(g): The National Park Service may in fiscal year 1997 and thereafter enter into cooperative agreements that involve the transfer of National Park Service appropriated funds to State, local and tribal governments, other public entities, educational institutions, and private nonprofit organizations for the public purpose of carrying out National Park Service programs pursuant to section 6305 of title 31 to carry out public purposes of National Park Service programs. CFDA#: 00.000 Historic Contexts are a type of historic narrative that give depth and meaning to specific historic events, they provide a larger context for specific events and allow park service personnel to make informed decisions about managing park resources. The National Park Service Cultural Resource Division utilizes these contexts for a wide variety of purposes, from nominating properties to the National Register of Historic Places, to interpretation, to compliance. This study will be geographically focused on western Alaska, an area that includes parts of Prince William Sound as well as Wrangell-St. Elias National Park and Preserve (WRST). The study will focus on the development of aviation in this region. The product will be a 30 to 50 page narrative history of aviation in the region, supplemented by historic photographs, maps and other diagramatic products as needed. Assistance is required in the following areas for the product described above: 1) research, 2) writing, 3) document editing. A complete historic context for aviation in western Alaska will be the deliverable of this task agreement. It will be used primarily as a basis for future nominations and/or determinations of eligibility to the National Register of Historic Places of aviation related properties within Wrangell-St.Elias National Park & Preserve. DOCUMENTATION FOR USE OF A COOPERATIVE AGREEMENT Type of funds to be used for this project: CRPP Project Funding l. Why was this cooperator selected? a. National History Day in Alaska (NHDA), is a non-profit [501(c)(3)] organization which promotes the study of history and creates a high degree of appreciation for the value of historical thought and preservation in students, educators, and the general public. 2. Explain the nature of the anticipated substantial involvement? What will NPS specifically do to carry out the project? The nature of the substantial involvement is cooperative in that: The NPS agrees to: 1. Provide financial support of up to $10,000, subject to the availability of funds; and 2. Provide NPS guidelines, standards, and research materials to be incorporated into the final product(s) and provide work space, materials, and equipment if needed and as available; and 3. Assign a NPS Historian, as the Agreements Technical Representative (ATR) for this Task Agreement; and 4. Edit documents and provide constructive feedback on drafts. Work closely with cooperator and PI in producing scope, content, design and layout of final product; and 4. Assign Samson Ferreira, NPS Historical Landscape Architect, as area specialist for this Task Agreement. He will assist the ATR on matters of historical landscapes and assist the Cooperator to identify qualified principal investigator(s). and, National History Day in Alaska agrees to: a. Assign qualified principal investigator(s) to be determined with the National Park Service area specialist, and b. Provide administrative support to oversee completion of the work conducted according to the Schedule of Deliverables, and c. Supervise the PI(s) and the completion of the research in cooperation with the National Park Service ATR and/or Area Specialist. 3. Why is the substantial involvement considered to be necessary? The role and personnel of the NPS Alaska Regional Office and Wrangell-St. Elias National Park and Preserve has been downsized and FTE is no longer available to support a broad program of historical research with existing staff. Given recent executive orders and relevant sections of the 1996 Omnibus Act, it is essential to cooperate with partners such as National History Day in Alaska to prepare studies on cultural resources within the State of Alaska, and thus achieve our legislated mandate. 4. What are the deliverables expected? Deliverables include a print-ready document outlining the inception and evolution of Aviation in the Wrangell-St. Elias region of western Alaska, as well as any and all materials collected during the research phase of the project. 5. What is the purpose of the agreement? To work cooperatively with National History Day in Alaska to expose the general public to historical Alaskan topics as well as satisfy our legal mandates to identify and address prehistoric and historic resources within the parks. 6. Explain why the project or activity entails a relationship of assistance rather than a contract. How will the PI and/or graduate students benefit from this collaboration? A relationship of assistance exists because the NPS and National History Day in Alaska are working together to create a non-marketable product that enriches our civil society through the exploration and articulation of our collective heritage. The PI or student benefits from this collaboration by playing an instrumental role in this endeavor. By undertaking research and producing said products he/she becomes an expert and advocate of our nation's collective history, and has access to resources that would be otherwise unavailable. The value of scholarly, historical research to the individual and to society at-large should not be underestimated. In addition the PI/Student gains valuable work experience carrying out this important work through their interaction with NPS area specialists and the state Historic Preservation Officer. The NPS benefits from the work the PI produces, in that this work contributes to the overall effort of the NPS to fulfill its legislated mandate concerning cultural resource management. 7. How was the determination made that the costs proposed are accurate and proper? Provide a breakdown of costs and rationale for determining they are acceptable. NPS area experts were consulted to determine how much time (pay periods) would be required to complete the outstanding products. This figure was multiplied by the hourly wage of a NPS GS-11 Historian to get an approximate salary estimate for the project. A travel allowance and 10% contingency fee is incorporated into the final figure. The figure was then broken down based on a logical progression of production that collectively would bring the products to completion.
