Grant Description

The United States Government (USG) represented by the Department of State Bureau for International Narcotics and Law Enforcement Affairs, directs and oversees foreign assistance programs aimed at criminal justice reform in Liberia. INL provides support for law enforcement training and development as well as a range of assistance and capacity building for the rest of the criminal justice sector in Liberia. In an effort to complement existing USG and international donor efforts to develop the rule of law in Liberia, INL seeks applications from qualified non-governmental organizations for a program aimed at increasing access to training for Liberian National Police (LNP) in the leeward areas of Liberia in areas outside of Montserrado County. INL plans to award a cooperative agreement to a nongovernmental organization (NGO) that will focus its efforts on assessing the training capacity of the LNP and training mobile training teams that will, in turn, train police personnel located outside of Montserrado County, Liberia in basic and intermediate police skills. This program will complement ongoing programs implemented by the United Nations Mission in Liberia (UNMIL), other donor nations, and the USG. As Liberia conducts national elections in the fall of 2011, the role of police throughout Liberia may become more critical as they work to manage any unrest associated with the election. Approximately $300,000 to $450,000 in FY 2011 International Narcotics Control and Law Enforcement (INCLE) funds is available for an 18-month Mobile Training Teams Project in Liberia.
