ELIGIBILITY INFORMATION Eligibility is limited to non-federal agencies and organizations. Universities and not-for-profit organizations subject to Section 501(c)3 of the tax code are included among entities eligible for funding under this announcement. Direct funding for non-U.S. institutions is not available under this announcement. Applicants must be familiar with Washington, DC and must have a stated interest in and experience with this kind of visit (i.e.: multiple government visitors speaking different languages on a functionally-oriented visit).

Funding Opportunity Title: Good Performers Initiative Special Recognition Visit Announcement Type: Initial Announcement Funding Opportunity Number: INL-10-CA-0001-NEA-10-27-2009 CFDA Number: 00.000 Dates: • Full proposals dated no later than 11/26/2009 • Anticipated Award Date: 12/10/2009 Executive Summary: The United States Government, represented by the Bureau for International Narcotics and Law Enforcement Affairs, Afghanistan Programs (INL/AP), is seeking applications from qualified U.S. organizations with the requisite capability and experience to sponsor twenty Afghan participants in a two-week visit to the Washington, DC. The Grant award will be up to $200,000. I. FUNDING OPPORTUNITY DESCRIPTION Background Launched in 2007, the Good Performers Initiative (GPI) funds timely, high-impact assistance projects to provinces leading the fight against Afghanistan’s opium economy. GPI projects build infrastructure, employ local citizens, and recognize governors who demonstrate leadership in reducing the impact of opium in their provinces. The program will introduce twenty Afghan-participants, selected by their provincial governments, to leaders and organizations in the United States focusing on counternarcotics and development strategies in Afghanistan. The program will also provide an opportunity for participants to interact with their counterparts in the United States and thus foster a deeper understanding of the challenges and achievements in Afghanistan. Program Objectives (1) Improve the capacity of Afghan provincial authorities to develop and execute counternarcotics activities. (2) Increase the understanding of US counternarcotics goals and strategies by Afghan provincial authorities. Program Expected Results: (1) Participants illustrate increased awareness of counternarcotics programs. (2) Participants illustrate improved knowledge of US counternarcotics goals and strategies. (3) To provide opportunities for participants to share their experiences reducing poppy cultivation in Afghanistan, thereby enhancing their U.S. audiences’ understanding of the relative success and applicability of various approaches.
