Grant Description
This announcement solicits applications for the Ryan White HIV/AIDS Program Part B AIDS Drug Assistance Program (ADAP) Emergency Relief Funding (ERF), which enables the Secretary to utilize resources to control epidemics of any disease. ФADAP is administered by the Health Resources and Services Administrationкs (HRSA) HIV/AIDS Bureau (HAB), Division of State HIV/AIDS Programs. Limited New Competing ADAP ERF grant awards are intended for States/Territories that can demonstrate the need for additional resources to prevent, reduce or eliminate waitlists or implement кcost-cuttingк and/or кcost-savingк measures. ФФLimited new competing ADAP ERF awards will be based on the applicantкs ability to successfully demonstrate need for the additional funding and the success of the Stateкs past efforts to improve the cost-effectiveness of ADAP operations consistent with HRSA recommendations and policies and to maximize available resources. ФThis determination will be made by an external Objective Review Committee (ORC) based on their review and scoring of applicantкs responses to criteria published in this funding opportunity announcement (FOA), with priority given to addressing waiting lists. Important Note: States with an ADAP waiting list reported to HRSA must use all funding awarded under this announcement to remove clients from the waiting list. States that did not report a waiting list to HRSA, must use funding awarded under this announcement to address кcost-cuttingк measures (e.g. reduction in ADAP eligibility below 300 percent of the Federal Poverty Level (FPL) and/or the formulary with respect to antiretroviral drugs and medications to treat opportunistic infections or HIV/AIDS complications) and/or support the implementation of кcost-savingк measures during the project period to prevent a waiting list.
