Eligible applicants are non-profit organizations with or without 501(c)(3) Internal Revenue Service status, other than institutions of higher education. As prescribed by Section 678A(c)(2) of the CSBG Act, eligible applicants are CSBG-eligible entities or Statewide or local organizations or associations, with demonstrated expertise in providing training on methods of effectively addressing the needs of low-income families and communities. Faith-based and community organizations that meet eligibility requirements are eligible to receive awards under this funding opportunity announcement. Individuals, foreign entities, and sole proprietorship organizations are not eligible to compete for, or receive, awards made under this announcement.

Grant Description
The Office of Community Services (OCS) within the Administration for Children and Families (ACF) announces that competing applications will be accepted for a grant to provide nationwide training and technical assistance to strengthen and expand the capacity and ability of Community Action Agencies (CAAs) and other CSBG-eligible entities to deal with legal issues, especially those dealing with the financial management and governance of their agencies funded under CSBG. The two-year cooperative agreement will support the implementation of a national technical assistance strategy to help CSBG-eligible entities address legal issues in three major focus areas: 1) Organizational stabilization and support for CAAs and other CSBG-eligible entities experiencing significant fiscal or organizational challenges, including entities that are considering options for strategic restructuring, shared administrative or service arrangements, or mergers; 2) Capacity development to address changing legal and regulatory issues affecting eligible entities in the CSBG Network; and 3) Promotion of exemplary legal practices and policies related to legal services that help promote innovation, accountability, and responsiveness to specific community needs related to the reduction of poverty, the revitalization of low-income communities, and the empowerment of low-income families and individuals in rural and urban areas to become fully self-sufficient.
