Applications from institutions of higher education and a consortia of organizations are encouraged. Applicants may also include, as part of a consortium, non-profit and for-profit organizations with a history of increasing the level of cultural and linguistic responsiveness to children and families. Faith-based and community organizations that meet eligibility requirements are eligible to receive awards under this funding opportunity announcement. Individuals and foreign entities are not eligible for awards made under this announcement.

Grant Description
The Administration for Children and Families (ACF), Office of Head Start (OHS) announces the availability $3,000,000 to be competitively awarded for a National Center on Cultural and Linguistic Responsiveness (the Center). The goals of the Center are to provide a vehicle for the dissemination of a clear, consistent message from OHS about its priorities for increased cultural and linguistic responsiveness across all service areas and to infuse evidence based practices into all early childhood education programs. The Center will showcase research-based practices to support a high level of cultural and linguistic responsiveness to diverse population. In addition, the Center will provide research-based strategies and techniques for working with children who speak languages other than English in classrooms and other learning environments. The Center's work will include, but not be limited to, developing and maintaining cultural and linguistic profile of Head Start programs nationwide as well as increasing responsiveness in program design, management, and health systems and services. In addition the Center's work will focus on first and second language development for children birth to five, including home language and English language acquisition and assessing children who are dual language learners.
