NOTICE OF INTENT TO AWARD This Funding Announcement is not a request for applications. This announcement is to provide public notice of the National Park Service(NPS), intention to fund the following project activities. ABSTRACT Funding Announcement:H9922101002 Project Title:Alaska Native Education and NPS Recruitment Program Recipient:University of Alaska Fairbanks โ Department of Alaska Native and Rural Development Principle Investigator:N/A Total Anticipated Award Amount:$35,000 Cost Share:N/A New Award Or Continuation:New Award Anticipated Length of Agreement:5 Years Anticipated Period of Performance:April 9, 2010 โ September 30, 2014 Award Instrument:Cooperative Agreement Statutory Authority:16 U.S.C. ยค1a-2(j) authorizes the National Park Service (NPS) to enter into cooperative agreements that involve the transfer of NPS appropriated funds to educational institutions for the public purpose of carrying out NPS programs. More specifically, the Alaska National Interest Lands Conservation Act (ANILCA), 16 U.S.C. Section 3119 directs the National Park Service, on behalf of the Secretary of the Interior, to enter into cooperative agreements to effectuate subsistence and the use of public lands in Alaska. The co-sponsorship of an annual seminar and the development of a recruitment program further the implementation of Section 1308, Local Recruitment, and Section 1318, Statewide Cultural Assistance Program. In addition, the National Historic Preservation Act, U.S.C Section 470a (j) (2) (C) provides authorization for the Secretary of the Interior to provide financial assistance for historic preservation education to colleges with a high enrollment of Native Americans. CFDA# and Title: 0.00 - Not Elsewhere Classified Single Source Justification: Criteria Sited: Unique Qualifications โ The University of Alaska-Fairbanks (UAF), Department of Alaska Native and Rural Development was selected because it is specifically designed to reach a rural Alaskan and Alaska Native adult student body through long-distance telecom classes and special week-long seminars. It is the only educational institution in the State of Alaska established to deliver this kind of education to rural Alaskans. Additionally, UAF offers both Bachelor and Masters level educational programs within this program. 85% of the students are Alaska Natives, all adults, and many are leaders within their home communities. The seminars in relation, to this program, are designed to share NPS values and purpose with rural Alaskans in hopes there is a greater appreciation for the NPS role in Alaska.
