As justification for Single Source Determination, in accordance with Department of Interior Guidance (505 DM 2.14), USFWS Region 2 provides notice of its intent to make a single source award in the amount of $81,000 to Eduardo Gomez to continue to support surveys for Masked Bobwhite in the Mexican state of Sonora. Mr. Gomez is a well-established, successful biologist operating in Mexico, and is uniquely qualified because he has been working on the Masked Bobwhite survey project for three years. This experience will ensure continuity in methodology and reduce observer bias. He is also well-known by the private landowners who have Masked Bobwhites on their property and has permission to access their lands. In addition Mr. Gomez knows the songs and calls given and habitats used by the Masked Bobwhite, which is only learned with years of experience. This announcement is published as a Single Source in accordance with FAR 6.302-1. This is NOT a request for competitive quotes. The intent of the Pre-Solicitation Notice is for informational purposes only.
