A NOTICE OF INTENT TO AWARD is issued by the U.S. Fish and Wildlife Service to the Hoopa Valley Tribe according to 505 DM 2.14 (4) [refer to the attached NOI justification located in the Full Announcement section of this opportunity]. NO COMPETITION IS EXPECTED – PLEASE DO NOT APPLY FOR THIS OPPORTUNITY. The United States has a strong interest in addressing long-standing disputes over scarce water resources and fisheries restoration in the Klamath River Basin. Decades of water conflicts in the Klamath Basin between conservationists, tribes, farmers, fishermen and state and federal agencies have recently devolved into a “rotating crisis” for Klamath Basin communities. A proposal will be submitted to The Secretary of the Interior for consideration of removal of the four lower hydroelectric dams. To inform the Secretary, biological information and modeling will be necessary regarding two alternatives for management of the dams with a time horizon of 50 years starting in 2020. The Hoopa Valley Tribe will assist with drafting, reviewing, and commenting of the EIS and EIR studies. No substantial involvement on the part of the Service is anticipated for the successful completion of the objectives to be funded. It is anticipated that the Service's involvement will consist of standard Federal stewardship responsibilities, such as monitoring project perforamcne, technical assistance at the request of the recipient, etc.
