Grant Description

There is no "full announcement" associated with this notice, as This is a Notice of Intent to award a Cooperative Agreement between the U.S. Fish and Wildlife Service and the Maine Conservation Corps to: retain two Environmental Educators to work at Rachel Carson NWR Educators will work in all phases of refuge management. Educators will reach out to refuge visitors to convey core visitor engagement messages. Educators will assist with biological program including Piping Plover monitoring; salt marsh integrity study data collection on nekton, vegetation, and hydrology; stationary and mobile bat surveys, experimental vegetation plot analysis as well as identifying and removing invasive plants. Educators will perform maintenance on buildings , roads and common area to include cleaning, minor repairs, mowing and snow removal. Educators will be assigned one or more major project to develop and deliver during the course of their enrollment This special emphasis project will be developed with the Educator to compliment or challenge the Educator. The Educators will work on and for Rachel Carson NWR which is located in the 1st Congressional District, Maine. This single source award is being made in accordance with Department of the Interior Policy 505 DM 2.14 B (4), which allows for award without competition to an applicant who is uniquely qualified to perform the activity based on a number of criteria, in this case including location, cost-sharing ability, property ownership, and technical expertise. Substantial involvement on the part of the USFWS is anticipated for the successful completion of the objectives to be funded. The Service will work closely with the Maine Conservation Corps to complete this project. USFWS staff will: (A) participate and collaborate jointly with the recipient volunteers in carrying out the scope of work and training recipient personnel (B) provide all work assignments and review and approve all products, (C) perform quarterly performance reviews and final evaluation developed in conjunction with the Environmental Educators (D) review all applicants and select Environmental Educators, (E) participate in Maine Conservation Corps continuing improvement efforts in adapting program to userŅƒs needs.
