Grant Description

THERE IS NO "FULL ANNOUNCEMENT" ASSOCIATED WITH THIS NOTICE. This is a NOTICE OF INTENT to award a Cooperative Agreement between the U.S. Fish and Wildlife Service and the Town of Plainfield, Connecticut for the purpose of restoring aquatic habitat within the Moosup River in the Town of Plainfield. This activity is being carried out as required by the provisions of a Consent Decree entered in United States of America v. Bemis Company, Inc. and Pervel Industries, Inc, US District Court, District of Connecticut on August 11, 2000 (“Consent Decree”), to address natural resource damages resulting from hazardous waste released at the Yaworski Lagoon Superfund Site in Canterbury, Connecticut. The aquatic habitat restoration project is described within the publicly reviewed Final Restoration Plan and Environmental Assessment: Yaworski Lagoon Superfund Site (Plan). The Town is uniquely qualified to implement the restoration because (a) their public works departments currently oversee and implement a variety of municipal sewer and water improvements similar to the proposed project (b) they have road agents and police available to assist with road closures or other planning considerations, (c) they have a conservation commission and planning agency with a demonstrated interest in conducting restoration of the Moosup River within the Town, and (d) they are interested in a cooperative approach to accomplish the restoration activities resulting in a more cost effective outcome.
