If your organization is established under section 501(c) (including any subsidiary sections) of the Internal Revenue Code, you are not eligible to apply for funding under this NOFA. Under the authorizing statute for this grant program, only cities, counties/parishes, and other units of local government, and certain States and Native American Tribes (see below) are eligible to receive funding under this NOFA. Multiple agencies within a local government, or multiple units of local government, or a state and one or more units of local government may apply as a consortium; however, an eligible principal (lead) applicant that will be responsible for ensuring compliance with all requirements in this NOFA must be identified. Where an application involves multiple entities, each entity must meet the civil rights threshold requirement of Resolution of Civil Rights Matters. State government and Native American tribal applicants (whether they are the principal applicant or partner applicants in a consortium) are eligible to apply for funding under this NOFA only if they have an Environmental Protection Agency (EPA) authorized lead-based paint training and certification program as of the submission deadline date (see www.epa.gov/lead/pubs/traincert.htm). Individuals, foreign entities, and sole proprietorship organizations are not eligible to compete for, or receive, awards made under this announcement.
