Eligibility Categories

Academic and non-profit institutions located in the United States, state and units of general local government and federally recognized Native American tribes are eligible under all existing authorizations. For-profit firms also are eligible; however, they are not allowed to earn a profit from the project. Applications to supplement existing projects are eligible to compete with applications for new awards. Federal agencies are not eligible to submit applications. The General Section identifies threshold requirements that must be met for an organization to receive an award. Approximately $2.2 million in fiscal year 2008 and prior-year funds are available for Lead Technical Studies. Approximately $2.1 million in fiscal year 2008 and prior-year funds are available for Healthy Homes Technical Studies.

Grant Description

A. Purpose of the Programs. The overall purpose of both the Lead and the Healthy Homes Technical Studies programs is to gain knowledge to improve the efficacy and cost-effectiveness of methods for evaluation and control of lead-based paint and other housing-related health and safety hazards. This also supports HUD’s Strategic Goal to Strengthen Communities and the associated policy priority to Improve Our Nation’s Communities by improving the environmental health and safety of families living in public and privately owned housing. B. Program Description. HUD is funding studies to improve HUD’s and the public’s knowledge of lead-based paint hazards and other housing-related health and safety hazards, and to improve or develop new hazard assessment and control methods, with a focus on key residential health and safety hazards.
