Grant Description

There is not an application process for this funding opportunity. This is a notice of intent to award a single source cooperative agreement to USD justification 505DM 2.14B4 to cooperate in the implementation of a captive rearing program for the HED in order to augment the Illinois population of the species. The applicant, USD, is a partner that has developed sampling and captive rearing protocols for the Hine's emerald dragonfly. In addition, USD has developed and published non-lethal genetic sampling techniques and conservation genetic research on the HED. Competition for the award is not practical as the USD is the only entity with the knowledge, skills, and experience in captive rearing HED and in non-lethal sampling. One award will be provided to the USD through a cooperative agreement. Substantial involvement on the part of the Service is anticipated for the successful completion of the activities to be funded. In particular, the Service will partner with USD to acquire permits from local and state regulatory agencies; attain permission to access private land and collect HED; coordinate captive rearing activities within the Service; and publish and present information on the captive rearing program.
