This Single Source Award is being awarded in accordance with Department of the Interior Policy 505 DM 2.14 B (2) Continuation, which allows for award without competition to an applicant. This recipient and project meet this criteria due to the Strategic Synthesis for the Delivery of Conservation Science, was originally awarded to the H. John Heinz III Center for Science, Economics and the Environment in FY12. Half-way through the original period of performance, the Heinz Center closed its doors. The principle investigator from the Heinz Center is now working for the Society for Conservation Biology. In order to maintain continuity of the project, the Society for Conservation Biology and initial principle investigator are being awarded continuation of this cooperative agreement without competition.

Grant Description

The Service will: 1. Collaborate with the Cooperator to engage Resource Managers and Research Partners in order to develop a concise understanding of the science needed to facilitate resource management and to develop a strategy for delivery of applied science that addresses landscape-scale adaptive management issues. 2. Identify and engage with individual managers and researchers participating in workshops and coordination calls. 3. Collaborate with the planning, facilitation, and documentation of science planning workshops (will involve developing meeting agendas, securing meeting space and support material). 4. Participate in scheduled coordination/conference calls with the Cooperator. 5. Work closely with the Cooperator throughout the project to evaluate progress and provide direction for project objectives. The Cooperator will: Step 1: Development of conservation objectives for each priority managed element Milestone A: Workshop preparation: The Cooperator shall mine existing project database and provide the SRLCC coordinators with relevant information regarding any conservation actions and stressors associated with the priority managed elements selected by the Steering Committee. The Cooperator shall also provide the SRLCC coordinators and any external facilitators with advance consultation and recommendations regarding workshop process and workshop design, based on work completed to date and other similar projects completed by cooperator. Deliverable: Electronic output from database analysis; specific materials required for workshop tbd, which may increase the required staff time. Milestone B: Science Working Group Workshop(s) Deliverable: Table or text presentation of database output showing questions, existing data, and data gaps that are related to the priority managed elements. Step 2: Development of science stats and needs to achieve conservation objectives Milestone C: The Cooperator shall participate in regular teleconference calls with SWG sub-groups and subject matter experts as they develop science status and needs to achieve conservation objectives. Milestone D: The Cooperator shall analyze existing project database to highlight the science questions, existing data and data gaps related to the priority managed elements. Deliverable: At the workshop(s), cooperator will provide overview of the science planning process to date, introduce the process for selection of conservation objectives, and engage in discussions as a participant. Step 3: Identification of capacity needed to produce and deliver science Milestone E: Cooperator shall develop a Draft Strategic Conservation Framework Milestone F: The SRLCC shall review the Draft Strategic Framework and submit comments to the Cooperator. Milestone G: The Cooperator shall incorporate comments and submit final Strategic Conservation Framework report.
