Grant Description

This is a Notice of Intent to award a Grant to Wyoming Natural Diversity Database, for the purpose of field validating their migratory bird concentration use areas conceptual model. The tasks to be performed under this agreement are as follows: 1. Test and develop the field study methods in 2012 to be implemented in 2013. 2. Recruit, hire and train all personnel necessary to complete this task. 3. Conduct field studies during the 2013 migration season(s) to validate the conceptual models. 4. Conduct data analyses in the summer of 2013 and revise the conceptual models by the end of 2013. 5. Provide to the Region 6 FWS Office in Lakewood, CO a final revised Migratory Bird Concentration Use Area Report and GIS layers by the end of 2013. (1) This Single Source Award is being made in accordance with Department of the Interior Policy 505 DM 2.14 B #1 which allows for award without competition to an applicant. Unsolicited proposal - The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives. The FWS in conducting literature reviews for its LEAP process discovered this conceptual model which was developed in partnership between the WYNDD and TNC. No other model exists to answer our specific questions about migratory bird concentration areas and this model will be useful to us in our modeling of LEAP. This Grant is to fund the WYNDD to field validate the conceptual models which we will incorporate into LEAP.
