Grant Description
This is a Notice of Intent to award a Cooperative Agreement to The Nature Conservancy, for the purpose of surveying spring migrating shorebirds in the Flint Hills region of KS and OK according to USFWS protocol. Description: The tasks to be performed under this agreement are as follows: TNC will maintain overall lead of project; TNC will provide direction and technical assistance to develop survey protocol; TNC will be responsible for implementing the survey; TNV will be responsible for contacting other partners to assist in implementation survey and organizing their efforts; USFWS will provide assistance in survey design; USFWS will provide assistance in development of sampling designs; USFWS will provide assistance in development of mapping and other survey related products; USFWS will provide assistance in implementation of surveys; USFWS will provide assistance in data analysis; USFWS will provide assistance in report writing and distribution. This Single Source Award is being made in accordance with Department of the Interior Policy 505 DM 2.14B Unsolicited Proposal (1), Continuation (2), and Unique Qualifications (3), which allows for award without competition to an applicant. This is an unsolicited proposal by TNC to the USFWS and meets our priority species needs. In 2011, TNC undertook a test survey of migrating shorebirds. Technical assistance by USFWS was enlisted to improve the survey and sampling design of this survey. TNC personnel have unique qualifications including access, staff capacity, technical expertise and responsibility in the area.
