Grant Description
The US Fish and Wildlife Service, Headquarters Region 7 intends to award a single source Cooperative Agreement as authorized by 505 DM 2.14 (B) to East Asian Australasian Flyway Partnership (EAAFP) Office of the Secretariat. This notice is not a request for proposals and the Government does not intend to accept proposals. Award will be made 15 days after this notice. PURPOSE: To increase member participation in the seventh Meeting of Partners of the East Asian Australasian Flyway Partnership to be held in Seward, Alaska, in June 2013. To ensure member participation in policy development for partnership governance, strategic planning for conservation of migratory birds, to assist partners in logistics and travel planning, and to provide full geographically represented participation with unique technical expertise associated with each geographic locale within the flyway. OBJECTIVES: The primary purpose of this federal assistance award is to better enable the EAAFP Secretariat: a) To cooperatively coordinate the collection and dissemination of scientific information involving migratory birds shared in the flyway; b) To advise partner land managers on habitat conservation priorities and strategies; c) To foster the development of a Flyway Site Network (for sites of international importance to migratory waterbirds); d) To increase knowledge and raise awareness of migratory waterbirds in the flyway; e) To increase member participation in the seventh Meeting of Partners to be held in Seward, Alaska, in June 2013. REASON FOR SINGLE SOURCE: (1) Unique Qualifications À The applicant is uniquely qualified to perform the because of the role the EAAFP Office of the Secretariat routinely fills in planning, coordinating and conducting regularly scheduled Meetings of the Partners. Host countries provide logistical support to the EAAFP Office of the Secretariat for these sole purposes. The applicant is the only entity with knowledge of each EAAFP PartnerÀs support needs, and is best suited to provide that support directly. It is more cost efficient for the Service to provide funds to this organization than to provide this service directly to as many as 25 partner organizations. Partner organization is providing approximately 26% of the total cost of the project.
