Grant Description

The Office of Compliance (OC), within EPA’s Office of Enforcement and Compliance Assurance (OECA), is soliciting proposals from applicants who can effectively use EPA financial assistance to strengthen states’ ability to address environmental and public health threats through training of environmental enforcement personnel. EPA seeks proposals that will provide multidisciplinary, environmental enforcement training opportunities on a nationwide basis throughout the 50 states, covering EPA’s statutory environmental media/programs specified in Section I C. that involve enforcement by state governments. EPA is interested in proposals that include traditional classroom training, distance learning opportunities using computer-based technologies, and other forums for information exchange that will increase knowledge, skills, and abilities of environmental enforcement personnel. Projects under this Solicitation Notice will be used to build and expand the capacity and ability of the states to operate their environmental compliance and enforcement programs. The targeted audience to be trained shall encompass all of the following disciplines of environmental enforcement personnel (hereafter referred to as “covered disciplines”): regulatory inspectors, case development specialists, attorneys, civil/criminal investigators. Applicants may propose training for additional disciplines to enhance the quality of your proposal. 1
