1. Eligible Applicants: An IHE is eligible to receive funds under this program if it is a Native American-Serving Nontribal Institution (NASNTI). Native American. The term ``Native American'' means an individual who is of a tribe, people, or culture that is indigenous to the United States as defined in the Office of Management and Budget's Standards for Maintaining, Collecting, and Presenting Federal Data on Race and Ethnicity as published on October 30, 1997 (62 FR 58789). As part of the application for a grant, applicants will be required to complete and submit a certification assurance form on which the applicant provides their total undergraduate headcount enrollment and certifies that 10 percent of its enrollment is Native American for the purpose of the NASNTI program. The form must be submitted and signed by an official with the authority to represent the institution. To qualify as an eligible institution under the NASNTI program, an institution must, among other requirements-- (1) Be accredited or preaccredited by a nationally recognized accrediting agency or association that the Secretary has determined to be a reliable authority as to the quality of education or training offered; (2) Be legally authorized by the State in which it is located to be a junior college or to provide an educational program for which it awards a bachelor's degree; (3) Be designated as an ``eligible institution'' by demonstrating that it: (A) Has an enrollment of needy students as described in 34 CFR 607.3; and (B) has low average educational and general expenditures per full-time equivalent (FTE) undergraduate student as described in 34 CFR 607.4. Note: The notice for applying for designation as an eligible institution for FY 2010 was published on December 7, 2009, 74 FR 64059, and applications were due on January 6, 2010. Only institutions that submitted applications by the deadline date of January 6, 2010 and that the Department determined are eligible may apply for a grant. Note 1: A grantee under the Developing Hispanic-Serving Institutions (HSI) program, which is authorized by Title V of the HEA, may not receive a grant under any HEA, Title III, Part A program including the NASNTI program. Purpose of Program: The NASNTI Program provides grants and related assistance to Native American-Serving Nontribal Institutions to enable these institutions to improve and expand their capacity to serve Native Americans and low-income individuals by increasing their self-sufficiency in improving academic programs, institutional management, and fiscal stability. To qualify for funds under the NASNTI Program, an institution of higher education (IHE) must: Be an eligible institution under section 312(b) of the Higher Education Act of 1965, as amended (HEA); have an enrollment of undergraduate students that is at least 10 percent Native American at the time of application for a grant; and not be a Tribal College or University under section 316 of the HEA.
