This is a "Notice of Intent" of a single source task agreement award to Cornell University, Ithaca, NY under the Great Lakes - Northern Forest Cooperative Ecosystem Studies Unit (CESU). The cooperator for this project was chosen because of unique ability. The Cornell Lab of Ornithology contains well known experts in both design and methodology of acoustic recordings and assessing whale abundance, diversity, behavior, ecology, health, management and conservation. The Cornell Lab of Ornithology uses new techniques and equipment that are not currently available for purchase. The Cornell Lab of Ornithology has past experience in assisting the National Park Service in avian and cetacean projects, and specifically Congaree National Park and Glacier Bay National Park, respectively, with projects involving acoustic monitoring for rare species. The Cooperator has a demonstrated track record for completion of projects on time and on budget with excellent quality. The Cooperator is uniquely qualified to carry out the terms of this Agreement in a cost-effective manner. The Cornell Lab of Ornithology maintains the largest collection of recorded bird and mammal vocalizations, and has the equipment, experience, expertise, and proven ability to conduct this type of research in an efficient and effective manner. Similar work has been conducted by Cornell related to the Federally Endangered Ivory-billed Woodpecker in South Carolina.
